Mr Macron blasted David Cameron for his unsuccessful campaign against Brexit ahead of the June 2016 vote.
Speaking to CNN, the French leader said: "David Cameron didn't properly defend the yes and the Remain. It was a 'Remain but.'
"He had already lost at the very beginning when he was not clear about his own willingness. When you have all of these nos in front of you, you have to be a strong believer not an ambiguous believer of the European idea."
The interview came after Mr Macron outlined his aims to take the reigns of the European Union with a "decisive" Franco-German partnership, revealing his plans to launch a breakaway group dedicated to the "re-foundation of Europe."
He said: "The only path that assures our future is the rebuilding of a Europe that is sovereign, united and democratic. A more fragile Europe is today exposed to waves of globalisation.
"The dangers, the ideas, of the past are growing once more.
"The only path that assures our future is the rebuilding of a Europe that is sovereign, united and democratic."
The demands from Mr Macron fall in line with proposals presented by EU boss Jean-Claude Juncker during the EU State of the Union speech in which he called for a "United States of Europe" with an all-powerful president.
The United Kingdom is currently engaged in the fourth round of Brexit talks with EU negotiator Michel Barnier in Brussels.
Prime Minister Theresa May set out her vision for the future relationship between Brexit Britain and the EU in a keynote speech in Florence.
She said: "I set out in my speech last week in Florence the hope for working together to that deep and special partnership I think we want to create with the European Union once we leave the European Union.
"I think that by being creative in the ways that we approach these issues we can find solutions that work both for the remaining 27 but also for the UK and maintain that cooperation and partnership between the UK and the EU.”
