We are going for growth, projected GDP growth number conservative - Sanjeev Sanyal
The key message from the Union budget 2021 is that India is going for growth and the economy has already seen a shift in the composition of expenditure in favour of capital expenditures, says Sanjeev Sanyal, economist, author and principal economic adviser, ministry of finance, government of India. He dispels any concerns on the economy not being able to touch the projected GDP growth in 2021-22 (11 per cent real GDP growth projected in the budget). In fact, he feels it is a conservative number and the economy is well poised to meet the expectation. The confidence, he says, stems from the fact that lockdowns are unlikely anymore and there will be growth momentum that may kick in from the increased spending that is expected. He also sees no room for concern on being able to meet the fiscal deficit targets (6.8 per cent of GDP). These are unlikely to be breached as he says, "our fiscal forecasts are based on very conservative GDP growth rate numbers.

Budget 2021: A fine plan, but watch out for pitfalls
Whether or not it was a ‘once-in-a-hundred-years’ budget, it certainly was a very good one, says Rakesh Nangia, Chairman, Nangia Andersen LLP. Finance Minister Nirmala Sitharaman’s focus on the infrastructure sector, while trying to raise the money without any additional burden on the taxpayers, will pave the way for the spending to open up. Right cuisine for the occasion, says CP Gurnani | Budget 2021
CP Gurnani, the CEO of Tech Mahindra and the former chairman of NASSCOM, the lobby platform for the Indian IT sector, describes the budget as the "right cuisine for the occasion". Meaning it was the best possible set of measures that could have been delivered under the circumstances. He is also happy that the budget did not come up with a COVID tax, as was feared in some quarters as also the expectations around changes in personal income tax, which did not happen. He however does feel that there was a long wish list from the industry and wants to see the fine print to see what the budget could mean in terms of addressing the needs for better outlay for startup capital, continuation of SEZ (Special Economic Zones) and a clear investment map that was needed for India in the area of frontiers of technology such as into quantum computing.

‘There is nothing one could think of that the Budget 2021 failed to do for the infrastructure sector,’ is how a sector expert described it. The creation of the Development Finance Institution, the push to Invits (Infrastructure Investment Trusts), are among the measures that will get the money flowing, says Ajay Sawhney, Partner, Cyril Amarchand Mangaldas. Dr Kiran Mazumdar-Shaw, the chairperson of India's largest biopharmaceutical company and one who has been very vocal on what the industry and the economy needs this budget to address, has hailed the measures announced by Union finance minister Nirmala Sitaraman. While she echoes the sentiments expressed by many in the industry that the budget covered ground in some crucial areas and sectors or the economy and therefore significant in very challenging times but then it did fall short in some respects. She has hailed the announcements to substantially raise the spending on health care, on infrastructure, on nurturing research spending within the public sector space of the economy but feels not much was done to extend incentives to the private sector in India. This is especially so in the area of research and development. This was expected in the light of the fact that Indian industry was hoping to get a chance to leverage policy enablers to not just boost research activity but also make India move from a volume player to a value player in the global marketplace.
